AFSCME Local 199 Contract Negotiation Highlights

  • Full-time bargaining unit employees will receive $70.00 biweekly pay supplement
  • 3 floating holidays
  • Full time employees will be able to cash out 48 hours of sick leave that would have converted to annual
  • Employees with 20 or less years of service are eligible to convert 40 hours of sick leave
  • Employees with 20 or more years of service are eligible to convert 48 hours of sick leave
  • All bargaining unit employees will receive one additional pay step (each classification in the bargaining unit will max out at one pay step higher)
  • $300 uniform allowance for the Automotive Equipment Operator 1 and Semi-skilled Laborer assigned to the Cart Crews in the Solid Waste Department
  • 3% salary supplement for Solid Waste Enforcement Officers
  • 1 pay step salary supplement for the following classifications: Corrections Technician, Fire Safety Specialist 1, PROS Natural Areas Attendant, PROS Automotive Equipment Operator, Forensic Evidence Recovery Technician, Forensic Photographer, Morgue Technician, Heavy Equipment Technician, Welder, Maintenance Repairer Automotive, and Heavy Tire Repairer
  • 5% salary supplement for the following classifications: Animal Care Specialist, ASD Customer Service Clerk, ASD Shelter Clerk (Receiving Clerk), Veterinarian Technician, ASD Adoption Clerk, ASD Transport Operator, ASD Transport Specialist, ASD Enrichment Specialist, Veterinary Assistant, ASD Disposal Technician, and Maintenance Mechanic
  • Increased the number of days in the Grievance Procedure to 10 days and 15 days to advance to the department director 
  • After 2 years of good performance a Written Reprimand will no longer be used for further discipline and it comes out of the employee’s department file 
  • In preparation for arbitration or appeal, any Public Records Requests associated with discipline will be provided at no cost to the Union
  • We increased the number of Stewards to 300
  • Part Time employees will be given courtesy interviews for full time positions
  • Part Time employees working full time hours will be reviewed for conversion into full time
  • The Union will be allowed to observe interviews to ensure the interview process is fair 
  • Healthcare costs and premiums remained flat while services stayed the same
  • The County will release 10 Union Stewards twice a year to attend 2-day Union trainings without loss of pay
  • Bargaining Unit employees will receive a 2% COLA. 1% retro to October 1, 2018 and the other 1% effective April 1, 2020
  • Added A Memorandum of Understanding where no Bargaining Unit employee will be displaced by another employee outside the Bargaining Unit.
  • Employees assigned to work shifts which have the major portion of the scheduled hours of work occurring between the shift hours of 6 PM and 6 AM shall be entitled to receive a differential of two pay steps
  • Employees assigned to work shifts which are equally divided before and after 6 PM will be entitled to receive a differential of one pay step 
  • Call back increased from 3 hours to 4 hours
